Ben Franklin wrote that nothing is certain except death and taxes, but it's rare for death to come to taxes or tax breaks. Even unpopular taxes like the Shelby County Wheel Tax seem to have eternal life, while unpopular tax policies like those waiving taxes seem just as immortal.

It's been said with no sense of hyperbole that all the planets would have to align for Memphis to have high-quality, efficient public transit. Such is the lack of confidence that Memphis Area Transit Authority (MATA) will ever offer the kind of transit system used in other cities to attract young professionals, reduce pollution, and connect urban neighborhoods to job centers.

Perhaps what local government needs most is a Department of Connecting the Dots. While one public agency talks about creating a workforce that can compete in the knowledge economy, another gives tax freezes to companies that perpetuate low-wage, low-skill jobs.
