General Information
Memphis City Schools (MCS) is the largest public school system in Tennessee and the 23rd largest metropolitan school system in the nation. MCS operates 194 schools, employs more than 16,000 workers, and serves more than 105,000 students. Fifty-five percent of its teachers have advanced degrees, and 63 percent have at least 11 years of teaching experience. MCS administers 44 optional schools, offering students accelerated programs and intensive studies in fields such as health sciences, engineering, creative and performance arts, technology, and aviation. MCS also operates two special education schools, Avon Lenox and Shrine School.
SPECIAL PROGRAMS AND SERVICES
Exceptional Children & Health Services

Special education and related services are provided to students from age 3 through 21. Students must meet the eligibility criteria and have an Individualized Education Program (IEP) on file. Services are available in the areas of intellectual giftedness (Creative Learning in a Unique Environment [CLUE]), autism, hearing impairment, speech and/or language impairment, visual impairment, intellectual disability, specific learning disabilities, developmental delay, emotional disturbances, multiple disabilities, and other health impairments.
If you have a child with a disability, contact the principal of the school in the attendance area in which your child resides for determination and provision of services. Free screenings and evaluations are available for all children who either live in an MCS district or attend a private school in the district. Services include: Educational, 416-5600; Hearing, 416-8940; Speech-Language, 416-5205; and Vision, 416-8960.
The MCS Mental Health Center (a state-licensed mental health center) is an administrative component of Exceptional Children & Health Services. The center provides outpatient mental health services, alcohol and drug prevention, and treatment services.
This office provides coordination, planning, assessment and intervention, and evaluation of children with chronic health needs. All schools receive the services of a school nurse one day a week.
Coordinated School Health supports the connection between good health practices, academic achievement, and lifetime wellness.
Student Transportation Services

MCS provides free school bus transportation to all eligible students. Transportation “eligible student lists” are provided to all schools at the time of registration. Check with your school at registration to determine your child’s eligibility. You can also click on the “school bus” icon on the MCS home page and access WebQuery. Enter your address and you will receive your child’s school assignment, if you are eligible for school bus transportation.
The transportation services office determines eligibility from district boundary maps and the boundaries of the Parent Responsibility Zone (PRZ) for each school. The PRZ used by MCS is 1.5 miles out from all elementary schools and 2 miles out from all secondary (middle and high) schools. If you are located within the PRZ, it becomes the responsibility of the parent to transport the child safely to school. If you reside outside the PRZ, a bus stop will be assigned and the district will assume responsibility for safely transporting those students to school once picked up at their bus stop.
Supervision at the bus stops prior to the students’ boarding the bus is the responsibility of the parent. MCS’ behavior expectations at all bus stops are the same as those within the school building and all policies relating apply.
This year, MCS is releasing “School Bus Conduct: Behavior and Expectations,” a pamphlet that will be distributed to all bus riders during registration at all schools. Parents and students will sign an agreement that they have reviewed and agreed to the expectations outlined in this pamphlet. Further, they will indicate that they understand the consequences MCS will issue when conduct rules are violated.
In addition, MCS has produced a safe ridership video which will be required viewing at all schools for students riding our buses. Special thanks to Hickory Ridge Middle School and its principal, Cedrick Smith, for assisting with this project. Proper and orderly behavior on school buses to and from school is necessary for the safety of everyone riding. Always remember, riding the school bus is a privilege, not a right. MCS extends this privilege to eligible students and expects proper behavior when riding at all times.
Note: All Exceptional Needs students whose IEP requires transportation will be picked up and dropped off door-to-door at their residence of record, regardless of location in reference to the PRZ.
Transportation is not provided for students on any type of optional transfer and is no longer provided for new NCLB transfers and previous NCLB transfers that were granted unless the student remains at the same school. For more transportation information, go to the MCS web site.
English as a Second Language (ESL)

The ESL transitional program is available to students from non-English language backgrounds who have scored less than English proficient in Listening, Speaking, Reading, or Writing on the English Language Development Assessment (ELDA). The ESL program focuses on developing the student’s competency in English skills and academic achievement standards. Certified ESL teachers at 54 elementary schools, 17 middle schools, and 11 high schools provide services. If ESL services are not available at the students’ home schools, students are reassigned with bus transportation to the nearest ESL cluster school.
Other services offered through the ESL program include: bilingual support for school meetings and conferences, training for teachers and parents, bilingual mentors, special classroom materials, after-school support programs, and summer enrichment programs.
Mental Health Center (MCSMHC)
The Memphis City Schools Mental Health Center (MCSMHC) is a state-licensed mental health center, holding licenses from the Tennessee Department of Mental Health and Developmental Disabilities to provide outpatient mental health services and alcohol and drug treatment services.
Founded in 1969, the MCSMHC received the inaugural Award for Excellence for School Psychological Services Programs awarded jointly by the American Psychological Association’s Division of School Psychology (APA-Division 16) and the National Association of School Psychology (NASP) in 1982. In 2007, MCSMHC was cited in the book School Psychology, Past Present and Future (Fagan, T. and Wise, P.S.) as a model urban school mental health program.
MCSMHC employs over 120 supervising psychologists, school psychologists, school social workers, case managers and alcohol and drug counselors and offers an array of school-based services including:
Psycho-educational assessment
Individual counseling to promote social-emotional development
Crisis intervention and postvention
Threat assessment for students committing serious acts or threats of violence
Alcohol and drug counseling
Parent training
Group counseling to promote develoment of social skills and interpersonal communication
Academic and behavioral consultation to parents and teachers
Functional behavior assessments and behavior intervention planning

The district offers Optional Programs at 44 elementary, middle, and senior high schools throughout the city. (In some cities, the term “magnet” is used for similar programs.) The district’s programs include courses that focus on college preparatory, creative and performing arts, International Baccalaureate, health sciences, international studies, aviation/travel and tourism, and a variety of approaches to elementary education.
Assignment to an optional school is based on specific qualifications, including test scores, grades, attendance, conduct, program requirements, audition, and time of application. Please call the Division of Optional Schools and Advanced Academics to learn when the application process begins. Demand is high, so parents are encouraged to act early. Information regarding the application process and requirements of each school may be obtained by calling the optional school at the number listed for each program.
Qualified students can apply for optional programs when the following conditions are met: The applicant meets the entrance requirements of the school, which may vary, and space is available in the school.
MEMPHIS CITY SCHOOLS OPTIONAL PROGRAMS
Two types of optional programs operate in the Memphis City Schools. Twenty-nine schools use the school-within-a-school approach, which offers the Optional Program in addition to traditional classes and programs. Fifteen of the programs are optional only, meaning that all students enrolled in specific grades participate in the optional program. In the following school profiles, optional only schools are designated with an asterisk (*).

Optional Program: The College Preparatory program offers quality academics for college-bound students from across the city including honors-level courses in all subjects. During their sophomore, junior, and senior years, students can earn college credit through Advanced Placement courses in 15 areas. Four years of foreign language study is also available. A new classroom building, a 1,500-seat gymnasium, and state-of-the-art library and science facilities round out this facility.
Colonial Middle School
